Introduction & Background
A Project Team (see attached membership roster) was formed by the mittee on
Refinery Equipment (CRE) and the ASME Board on Pressure Technology Codes and
Standards (BPTCS) to develop a white paper outlining the project requirements and the pros
and cons of developing an “Inservice Inspection Pressure Vessel and Piping Code for the
Petroleum Refining and Chemical Process Industries”. This “White Paper” is the report to the
CRE and BPTCS that was prepared by the Project Team.
Dating back to 1931, the API has maintained a mended practice (API-RP-510) for the in-
service inspection of pressure vessels in refinery services. In the 1980’s API developed a
comprehensive rewrite of API-RP-510, which was accepted by ANSI as an American National
Standard in 1982 as API-510 “Pressure Vessel Inspection Code: Maintenance Inspection,
Rating, Repair, and Alteration”. Similarly, the API upgraded their mended practices on
Piping to an In-service Piping Inspection Code in 1993 as API-570 “Piping Inspection Code:
“In-service, Repair, Alteration, and Rerating of In-Service Piping Systems”. Since then, both
API-510 and API-570 have been recognized by many regulatory bodies and are widely used by
the Petrochemical and Chemical Process Industries for in-service inspection activities related
to pressure vessels and piping. Recently, industry identified a need to enhance international
recognition of these Codes. Accordingly, API sought a partnership with Code writing
organizations in order to achieve this goal. As a result, members of the Project Team were
charged with the development of a “White Paper” that addresses the specific objectives,
summarized below:
