自上世纪九十年代以来，随着新军事变革潮流的深入发展，信息战、联合作战等新的作战样式已成为未来高技术战争的主体，战争的形态和作战样式也随之发生了深刻的变化。战争作为军事训练发展的主导因素，战争形态和样式的改变必然也必定带动训练内容和方法的改变。当前我空军建设也正处在由机械化向信息化转型的关键时期。在这个转型过程中部队建设的指导思想、体制编制、装备建设、训练、作战等诸多方面都需要针对信息化战争的需要进行必要的改革。但是，由于认识深度、旧有观念束缚、客观条件制约等诸多不利因素的制约，这一变革必然是艰辛和曲折的。面对新时期、新阶段的历史使命，我们必须要有紧迫感，抓住信息化转型这个难得的机遇实现我空军建设的跨越式发展，从根本上改变我空军长期落后于其它军事强国的状况。本文着重针对制约我空军战斗力提高及转型建设的因素作一分析，并针对如何解决及改进这些问题进行一些有益的探索。

ABSTRACT
Since on century 90's,along with the new military transformation tidal through development,the informationization war, the combined m订itary operation and so on has become the main body of the future high-tech war shape and the form of operations have also had the deep transformation along with the leading factors of the military training development, changes of the pattern and the style of the war inevitably also surely lead the training content and the method current air force constructs of us is also occupying by the mechanization to the informationization reforming crucial aspects of the guiding ideology,the organizational structure, the equipment building, the training and the combat,which is in this reforming process,all need to carry on the essential reform aiming at the informationization , because of many disadvantage factor restrictions of the understanding depth, the old detachment condition restriction and so on, this transformation is inevitably difficult and the new stage historical mission, we must have to have the sense of urgency, hold this rare opportunity of the informationization to reform to realize the leap frog development of the air force, fundamentally change the condition of falling behind other m
订itary power for a long article aims at making an analysis of emphatically restricts battle efficiency enhancement and the reforming construction factors, and carrying on some beneficial explorations of solving and improving these questions.
