本文以土地复垦项目目标评价的设计以及评价为核心，结合相关目标评价理
论，总结和归纳了矿区土地复垦目标评价的指标体系，并运用逻辑框架法，从项
目宏观目标、项目目的、项目产出以及项目投入这四个方面对指标进行进一步的
划分与筛选，然后通过专家打分和信度分析，最终形成一套较为合理的矿区土地
复垦项目目标评价的指标体系。在评价方法上，利用模糊综合评价模型分别对指
标的完成程度进行评价，最终以定量的等级表示目标的实现程度，运用成功度法
以及对比法对评价结果进行原因——结果分析。
并得到以下结论：
1）项目的实现程度
通过计算，龙马煤矿土地复垦项目的目标评价最终得分为分，处于优
良之间，表明该项目最终实现目标程度非常理想。其中项目投入总得分分；
项目产出总得分分；项目目的，即项目实施后产生的直接结果，总得分为
分；项目宏观目标总得分为分；
2）项目实现效果与预期效果之间的偏差分析
在项目实施过程中，有很多的问题需要以后被重视和解决：
（1）改善项目投入，无论是在资金投入还是其他投入，均有很大的改善空间
资金投入方面，要尽量提高项目的预算执行率，使得每一分钱都投到点上，不铺
张，不浪费。其他投入方面，要加强人员、设备、材料的管理，可通过提高人员
素质、提高设备和材料的质量来改善项目投入。
（2）对土地复垦项目的设计特点仍需加强
龙马煤矿土地复垦项目在施工阶段，由于煤矿地处东北三省境内，每年四季变化
明显，尤其在冬季，由于气候的原因，施工质量明显下降、施工时间明显减少、
这大大延缓了项目的完成时间。在设计时，需将这些因素均考虑进去。
3）项目目标的合理性与正确性
通过最终的结果分析，该复垦项目的决策是正确的，关于复垦项目目标评价的指
标体系构建是合理的，并且该套理论能够运用到实践中去，经过了实践的验证。
