我们处在一个太平盛世，但我们应当居安思危，警惕那些潜藏在生活中的隐
患和危机，要有危机意识，更要用科学的方法管理危机。近年来，高校公共卫
生危机事件频发，引起高校管理者以及社会各界的广泛关注，同时引起学者对
高校公共卫生危机管理策略的广泛研究。加强高校公共卫生危机管理是构建社
会主义和谐社会和维护高校稳定的实践需要，是落实“发展是第一要务，稳定
是第一责任”的有效工作机制，是党的十七大向各级党委、政府和各部门提出
的明确要求，目的是防范和化解各种社会矛盾，避免各种损害人民群众切身利
益和影响社会和谐稳定的群体性事件与极端恶性事件的发生。本文试图在总结
已有相关研究的基础上，通过对太原市多所高校学生进行调查，分析出目前高
校中公共卫生危机管理的现状、问题以及对学生的影响等，据此来归纳和提出
在高校公共卫生危机管理中应有的应对策略，即要在日常管理工作中要做好危
机的教育与预防，这是公共卫生危机管理的关键，而在危机来临时，要沉着应
对，立即启动应急预案，之后在危机结束时，要及时做好对此次危机事件的评
价和善后工作。本文将会在理论和实践中对高校中公共卫生危机管理产生积极
的指导意义。

Abstract

This is a period of peace and prosperity, but people ought to be prepared for danger in times of
peace, so not only a sense of crisis, but also more scientific methods should be used to manage the
crisis. Recent years, the frequent public health crisis in universities has brought the administrators
and the communities more attention, in the meanwhile has caused the scholars widely research the
strategies for crisis management. Strengthening public health crisis management is necessary
building a socialist harmonious society and maintain university stability, and also is implement of
the mechanism for the effective work "Development is the top priority, stability is the first
responsibility”. In the Seventeenth committees of the Party, government request all of the
department must strengthen the public health crisis management in university. the purpose is to
prevent and resolve various social contradictions, avoiding all damage to the vital interests of the
people and the impact of social harmony and stability in malignant group events and extreme
events .This paper attempts to summarize the basis of existing studies, then investigate students
who from more than one college in Taiyuan city, trying to analyze the current situation, issues and
