随着计算机的普及以及现代软件技术、数据库技术、网络技术的发展，信息
技术得到了广泛的应用，越来越多的企事业单位根据自身工作实际，建设了各种
各样的管理信息系统，以此提高自身的工作、监管或生产效率。
安全生产工作作为我国建设和谐社会的重要工作之一，一直受到各级政府的
高度重视。近年来，如何利用现代信息技术，建设适应安全生产管理工作实际的
业务系统，以此提高监管部门对辖区企业、生产单位的安全生产管理能力，切实
保护群众的生命财产安全，已得到各级安监部门的关注，部分监管部门也根据自
身实际建设了相应的安全生产管理系统。
本文是根据安全生产监管行业的特点、政府安全管理部门的业务实际及需求，
结合现代最主流的软件技术，提出了安全生产管理信息系统的建设，并从理论上
给出了系统的设计方案，提出了安全生产管理信息系统的设计思路、要求及实现
方法，主要内容为：
研究政府安监部门安全生产监管工作的特点，对安全生产管理信息系统的需
求进行了分析，提出业务需求；对安全生产管理信息系统进行总体设计，包括软
件各个功能模块的设计、业务流程的设计；对安全生产管理信息系统各项功能的
实现进行了描述，包括数据库的创建及业务系统各个功能模块的实现方法；最后
对系统的测试工作进行了说明，包括系统测试方法及内容。

ABSTRACT
With the popularity of computer and development of modern software technology,
Database technology ,network technology. Information technology has been used
widely, More ang more Enterprises and institutions according to their actual work,
construction many management information system,to improve their work, supervision
or production efficiency.
Safety production is one of the most important works of constructing harmonious
society, highly valued by all levels of government. In recent years, how to make use of
the modern information technology, Construct a management systems adapt to the
safety production, to improve the Safety production management ability of regulators,
protect people's life and property security, have got the attention of controlsafety
departments at various levels. Some regulators according to own actual construct the
safety production management system.
