文档介绍：摘要随着经济的发展,政府作为公共服务主体的作用日益显藿,服务型政府的建立也成为必然。我国理论爨、中央政府和地方政府都为建设服务型政府进行了许多有益的探索。服务型政府的出发点是“公民本位、以人为本”,但能否在实践中实现,能否为广大公民带来更多的服务和便捷,关键还取决于政府熊力的强弱。强有力的政府具有治理卒士会所需地强大能量,能够更有效的达到政府翻标,实现为“公民本位”的治理理念。而在我国建设服务型政府地进程中,政府能力不足已经影响到服务型政府建设El的的实现,因此研究和提升服务型政府的能力研究尤为重要。本文着重酗绕政府能力这一核心问题,对所涉及的一些基础理论予以分析和综合,从服务型政府的视角对政府能力进行系统研究,在调查的基础上对我国的政府能力进行了评估,并针对政府能力中存在的不足,提出了政府能力的提升途径。期望对我国服务型政府的能力提升有所裨益。本文主要分为五个部分: 第一部分,绪论。介绍本文的研究背景及意义,综述关于政府能力的国内外研究状况,橛括本文的主要研究繇路、研究方法以及刨薪之处。第二部分,政府能力研究的理论基础。该部分对政府能力的构成要素进行了详缨的论述,箍要遛述了政府髓力的外在表现形势,最后分析了影响敢寤镌力豹主要因素。第三部分,致府能力的研究裰角——服务型政麝。蔷先界定了服务型政府的本质、特征,然后从定量的角度阐述了服务型政府的标准,从而为研究服务型政府能力提供支撑。第四部分,对我国服务型政府建设进程中的政府能力进行了评估,主要从定量的角发对我国政麝能力的优势与不足予瞳详细分极。第孤部分,我国服务型政府能力的提升途径。主要针对我国服务裂政府建设进程中政府能力的不足,提出了我国服务型政府能力的提舞途径。关键词:服务型政府政府能力政府公信力 Abstract With thedevelopment of themarket economy,the govenunent has been playing theroleofthesubject ofpublic service,and itisnecessary toestablishtheserving scholar circle,the centralgovernment and thelocalgovernment have done much work fortheestablishment starting pointis“taking human asthefoundation,taking thecitizensas thefoundation’Iand thekey torealizing itdepends on theabilitiesofthegovemment,which will assure more serviceandconvenience government hasthegreat energy forgoverning petent ofreaching the governmental goals efficiently and implementing theideaof‘‘taking thecitizensasthefoundation”.
