Wen Jiabao, Premier April 27, 2003 PART ONE GENERAL PROVISIONS Article 1These Regulations are formulated inorder toguarantee ava ilability ofmedical treatment and pensation tostaff and workers that suffer from work-related accidental injury upat ional disease ,topromote prevention ofwork-related injury and voca tional rehabilitation ,and todistribute work-related injury risks o femployers. Article 2All types ofenterprises and sole traders that hire worker s(Employer (s)) shall participate inwork-related injury insuranc eand pay work-related injury insurance premiums for all ofthe staff and workers orhired workers intheir work unit (Employee (s)) ordance with the provisions hereof. The Employees ofall types ofenterprises and the hired workers ofso letraders inthe People's Republic ofChina shall have the right to enjoy the benefits ofwork-related injury insurance ordance wit hthe provisions hereof. The specific steps and implementing procedures for participation ofs ole traders that hire workers inwork-related injury insurance shall bestipulated bythe people's governments ofprovinces ,autonomous r egions and municipalities directly under the central government. Article 3Collection and payment ofwork-related injury insurance pr emiums shall becarried out ordance with the provisions inthe Collection and Payment ofSocial Insurance Premiums Tentative Regulat ions regarding collection and payment ofbasic old age insurance prem iums ,basic medical insurance premiums and unemployment insurance pr emiums.
