合肥市公办学校教师违反师德行为处理办法
第一条 为了规范本市公办学校教师从教行为，维护教师队
伍形象，根据《中华人民共和国教师法》、《事业单位工作人员处
分暂行规定》（人力资源和社会保障部令第 18 号）、《高等学校教
师职业道德规范》（教人〔2000〕11 号）、《中小学教师职业道德
规范》（教师〔2008〕2 号）、《安徽省中小学办学行为规范（试
行）》（教基〔2009〕11 号）等规定，结合实际，制定本办法。
第二条 本市各级教育主管部门所属公办高等学校、高中阶
段学校、义务教育学校、特殊教育学校、学前教育机构中教师违
反师德行为的处理，适用本办法；上述学校的其他工作人员和其
他公办教育机构的工作人员有本办法第四条所列行为的，比照本
办法处理。
第三条 对教师违反师德行为的处理，应当坚持实事求是、
客观公正、合理适当、教育与惩戒相结合的原则，遵守处理程序。
第四条 教师有下列行为之一的，给予警告或者记过处分；
情节较重的，给予降低岗位等级或者撤职处分；情节严重的，给
予开除处分。
（一）组织或者参与有偿家教、有偿补课，擅自在校外办学
或者在其他教育培训机构兼课、兼职，或者利用教育教学职务之
