2000 年1月 18 日，美国大学与研究图书馆协会（ACRL）在德克萨斯州的圣安•东尼,召开了美国图书协会仲冬会议，参加这次会议的 11 位理事为分别来自全美高等学校的校长、副校长、图书协会的理事长等。会上审议并通过了“美国高等教育信息素养能力标准（Information Literacy petency Standards for Higher Education）”。该标准分为三个板块：标准、执行指标和学****效果。有 5 大标准 22 项执行指标和87个表现效果。
该标准在1999年10月和2004年2月分别得到美国高等教育协会和独立学院理事会认可。
普林斯顿大学图书馆的白健于2005年10月将此标准译为中文《美国高等教育信息素养能力标准》。
