芮城县陌南镇经济和社会发展
第十二个五年规划纲要
陌南镇国民经济和社会发展第十二个五年计划是全面建设小康社会，完善陌南小城镇建设，加快推进社会主义现代化进程的新阶段。为全面落实科学发展观，实现经济社会发展的新跨越，特制定本规划：
一、指导思想
十二五”工作的指导思想是：今后五年，我们要以建设生态文明县精神为指引，以运宝高速公路建设、圣天湖景区开协调为总抓手，以小城镇建设为突破，以新农村建设为重点，改善交通打基础，调整产业谋长远，抓住旅游做文章，立足工贸求发展，建设三个万亩基地，打造三大板块经济，实现三个翻番，努力把陌南建设成为绿树成荫、鸟语花香、碧水蓝天、风光秀美的**后花园。围绕结构调整和农民增收两个核心，夯实“城镇、交通、水利、林业、民生”五大基础，加快现代农业、新型工业、旅游服务业三大产业发展，全力打造农业富镇、工贸强镇、交通重镇、旅游名镇、中心城镇、生态大镇、和谐新镇，努力把陌南建设成为全县、全市、全省向东向西开放的桥头堡和大通道。

二、基本原则
——必须保持经济平稳较快发展。发展既要有较快的增长速度，更要注重提高增长的质量和效益，加快经济结构的战略性调整。正确把握经济发展趋势的变化，保持社会供求总量基本平衡，避免经济大起大落，实现又快又好发展。
——必须加快转变经济增长方式。要把节约资源作为基本国策，发展循环经济，保护生态环境，加快建设资源节约型、环境友好型社会，坚持节约发展、清洁发展、安全发展，实现可持续发展。
——必须促进城乡区域协调发展。要从社会主义现代化建设全局出发，统筹城乡区域发展。推进社会主义新农村建设，促进城镇化健康发展。
——必须加强和谐社会建设。要按照以人为本的要求，从解决关系人民
