摘要：澧州是湘西北澧水流域最重要的商埠，解放后由于津市、澧县行政分治，其区域经济位置已现劣势。面对经济全球化、新型工业化、农业产业化和城乡统筹发展的新要求，为了振兴区域经济、保护流域环境，津市、澧县唯有充分利用“中部崛起”机遇，进行优势互补，实现津澧一体化，才能促进湘西北澧水流域形成区域性综合中心城市，带动区域社会、环境全面科学协调发展。

前言“自古津澧是一家”，津澧比邻，位于XX省西北部的澧水下游，历史上同属于湘西北大门------澧州。两地文化渊源深厚，经济生活同质，民风民俗同源。两地地缘关系紧密，津市东、西、北三面被澧县包围，两个主城区仅相距8km。人员流动、市场要素流动频繁。目前由于津澧分治，导致其区域分工不明确，产业结构趋同，两地独立发展已难适应形势发展。
