文档介绍：摘要环境规划是国民经济与社会发展规划的有机组成部分,是环境保护目标在时间、空间上的具体安排,其目的是在发展经济的同时保护和改善环境,促进经济与环境的协调发展。随着我国城市化和城镇化进程的加快,城镇和农村得到了前所未有的发展机遇,但是在经济发展的同时对环境保护工作也提出了新的挑战,为了能够实现经济发展与环境保护的“双赢”,全国各地纷纷开展小城镇环境规划的编制工作。天津市西青区位于天津市西南部,是环渤海经济圈重要的现代制造业基地, 是天津市中心区西南部生态与社会屏障,区内经济发达,位于天津郊县之首,城镇特色鲜明,类型多样。本文根据国家环保总局(现已更名为国家环保部)、建设部2002年共同印发的环发[2002]82号《小城镇环境规划编制导则(试行)》文件,以本人参加的西青区小城镇的环境规划编制工作为基础,并以此为例,探讨不同类型小城镇环境规划的方法。本文没有延****以往对单-4,城镇环境规划方法的探讨的方式,而是结合各具特色的城镇,立足于城镇类别,侧重于城镇特色环境规划,避免了因地理位置相近而造成的规划重复,也为今后的小城镇环境规划开拓一个新的思路, 使其更符合所规划城镇的实际,为城镇的环境保护建设指明方向。关键词:小城镇;环境规划;城镇化:西青区;特色 Abstract Environmental programming is allintegral part oftheNational economic and social development planning,and the specific arrangements ofEnvironmental protection objectives intime and space,It aimed to Protect andimprove the environment with the economic developmenting,to promote the coordinated development of theeconomy andtheenvironment. witll eleration oftheprocessin in chinese Urbanization,towns and rural areas has been an unprecedented opportunities for , environmental protection is facing a new challenge with the economic development.,for the purpose of achieving a win-win situation ofeconomic development andenvironmental protection,all over thecountry start the task of drawing up oftheenvironmental programming forsmalltowns.
