第一章 总则
第一条为了维护员工获得劳动报酬的权利，规范工资支付行为，依据《中华人民共和国劳动法》和其他有关法律、法规的规定，结合深圳市实际，制定本条例。
第二条本条例适用于本市行政区域内的企业、个体经济组织以及其他经济组织（以下统称用人单位）和与之形成劳动关系的员工。
国家机关、事业单位、社会团体和与之建立劳动关系的员工，依照本条例执行，但公务员、参照公务员管理的人员等除外。
第三条本条例所称工资，是指用人单位依据国家有关规定和劳动关系双方的约定，以货币形式支付给员工的劳动报酬。但依据法律、法规、规章的规定，由用人单位承担或者支付给员工的下列费用不属于工资：
