生态县、生态市、生态省建设指标（修订稿）
一、生态县（含县级市）建设指标
1、基本条件
（1）制订了《生态县建设规划》，并通过县人大审议、颁布实施。国家有关环境保护法律、法规、制度及地方颁布的各项环保规定、制度得到有效的贯彻执行。
（2）有独立的环保机构。环境保护工作纳入乡镇党委、政府领导班子实绩考核内容，并建立相应的考核机制。
（3）完成上级政府下达的节能减排任务。三年内无较大环境事件，群众反映的各类环境问题得到有效解决。外来入侵物种对生态环境未造成明显影响。
（4）生态环境质量评价指数在全省名列前茅。
（5）全县80％的乡镇达到全国环境优美乡镇考核标准并获命名。
