达州市服务新型城镇化建设进一步推进户籍
制度改革的实施办法
（达市府发〔2014〕3号）
为进一步推进户籍制度改革，服务我市新型城镇化建设，规范户口登记管理，根据《四川省人民政府办公厅关于积极稳妥推进户籍管理制度改革的通知》（川办发〔2012〕47号）、《四川省公安厅服务新型城镇化建设改进户政管理工作的实施意见》（川公发〔2013〕60号）、《中共达州市委达州市人民政府关于加快推进新型城镇化进程建设川渝鄂陕结合部区域中心城市的意见》（达市委发〔2013〕11号）等文件精神，结合全市户籍管理工作的实际，特制订本实施办法。
一、工作原则
（一）全面放开原则。全面放开中小城市、小城镇落户限制条件，吸引和鼓励农业转移人口落户城镇。
（二）分类实施原则。按照达州市主城区、其他建制镇两类，制定实施差别化的户籍迁移政策，吸引和鼓励农村居民落户城镇。
（三）就地转移原则。通过政策引导，促进农业转移人口在其实际居住地、工作地的城镇落户，推进农村转移人口就地市民化。
二、工作目标
通过推进户籍制度改革，进一步放宽落户限制，鼓励更多符合条件的农民进城落户，引导农村人口有序向城市和建制镇转移，确保全市城镇化率每年提高2个百分点；同时通过规范户籍管理，强化户籍登记工作，为政府行使行政管理职能奠定基础。

三、具体内容
（一）放宽城市城镇落户条件
1．全面放开中小城市和城镇落户条件。在城镇有合法稳定住所（含租赁）的人员，本人及其共同居住生活的配偶、未婚子女、父母及亲属，可以在当地申请登记城镇居民户口。
2．放宽达州市主城区落户条件。在主城区
