信息化和知识经济时代的到来、我国加入WTO全球经济一体化进程的加快,使得企业间的竞争越来越激烈。人力资源开发与管理成为决定企业竞争成败的关键因素,而绩效管理是人力资源管理中最具实用价值的工具技术之一。本文的研究目标是利用绩效管理的理论、方法,综合应用当代先进的ERP理念和技术,建立一套完整的企业员工绩效管理体系和系统,提高企业人力资源开发与管理的力度,进而提高企业的市场竞争能力。
国内外员工绩效管理形势已日趋严峻,目前企业员工绩效管理存在着考核结果与目标脱节、沟通少、指标确立不科学等问题,针对上述问题,以工作分析为基础,研究了企业的员工绩效管理流程、绩效目标设定、绩效考核方法等,在此基础上,提出了基于平衡记分卡的“KPA+KPI”绩效考核模式,并利用“鱼骨图”分析法、层次分析法和熵值法对KPI的设计和权重确立作了详细的讨论。
在绩效管理体系研究的基础上,提出了基于Oracle平衡记分卡理论的绩效管理系统模式,详细介绍了Oracle平衡记分卡的概念和基于其的绩效管理运作流程,设计和开发了基于Oracle 平衡记分卡和工作流技术架构的绩效管理信息系统,并对系统应用前景和管理成效进行了简单的分析。
