Meanwhile, the Government must dete rmine the value-orientation in the public administration and strategy of cultural development is a breakthrough in Jingh zou cultural speaking,with the broad description of public policy, the main development of the industry ,analysis of the curre nt situation in the Jingzhou Cultural Industry , identified the root cause of the development of cultural industries lag ,to innovate the cu ltural management system, to effectivelychange the government functi ons, to coordinate thedevelopment of the rural economy and culture and to take the bining Government promoting and culture enterprise dominant position in market.
