规划目标：
    规划将旧城逐步调整、梳理为六大功能区：
    1、 由女学街、将军街、大南街、小北街、中山街、人民路、仁和街、民生街所围合而成的、以步行街为主要特色的中心商业区
    2、 以合江门广场、水东门为中心的旅游观光服务区
    3、 主要由人民公园和人民广场两个街坊组成的文体娱乐区
    4、 滨江旅游景观绿带
    5、 南北两大居住片区
规划原则：
    旧城建设控制指标体系的确立，充分考虑如下因素、遵循以下基本原则：
    1、 根据宜宾市城市总体规划（1997-2020年）及其实施意见所确定的用地布局结构和比例，结合城市发展的实际情况、现实矛盾和未来需要，划分不同的城市功能分区，进一步细化各项用地分类，并根据建设情况、城市发展的需要和用地指标核算，适当调整部分用地性质、布局和规划控制指标。
    2、 充分结合现状形成，按总体规划目标和布局要求，严格进行
