文档介绍：摘要能源是人类社会经济发展的重要物质基础,是生产力飞跃的主要动力源泉, 对当代经济社会的全面发展和人民生活水平的提高发挥着十分重要的保障作用。陕北地区拥有十分丰富的煤炭、石油、天然气等能源矿产资源,有“中国的科威特”之美誉,开发潜力非常巨大。随着西部大开发和1998年陕北国家级能源化工基地的正式建立,陕北以煤炭、石油、天然气开发及加工业为主导的能源产业的建设大规模展开,不仅带来了陕北当地经济的腾飞,同时有力的推动了陕西乃至全国国民经济的协调稳健发展。陕北能源基地的建设已初具规模,能源产业获得了空前的大发展。但应当看到,陕北能源产业大发展的同时,伴以出现了严重的不可持续发展的问题,能源资源的大量浪费,原本脆弱的生态环境污染加剧,能源产业自身的发展缺乏后劲。这种以“高投入、高消耗、高污染、低产出、低效率”为特点的粗放式发展模式严重制约了陕北能源产业的健康可持续发展。目前针对能源产业可持续发展的问题。理论界给予了大量发展机制与发展模式方面的研究,从产业可持续发展的各个侧面给出了不同的建制对策。事实上, 针对陕北能源产业的可持续发展问题,从经济学角度对其作以分析并在此基础上形成总体发展思路非常有必要。粗放式增长模式和不合理的制度安捧导致并激化了陕北能源产业发展当中能源一经济一环境(3E)三元系统内部的矛盾,造成能源浪费、环境污染和生态破坏,直接导致陕北能源产业的不可持续发展。反思传统的只考虑一元经济系统的经济理念,必须坚持科学发展观、转变经济增长方式并以制度创新克服能源产业的市场失灵和资源配置扭曲问题。最后,提出具体政策建议促进陕北能源产业可持续发展的有效实施。关键词:陕北能源能源产业可持续发展经济学分析 Abstract The energy resourog is theimportant material base forhuman society'seconomy development,is themain fountain-head power oftheproductive force' an extremelyimportant role tothefull-scaledevelopment ofpresent economy and society and alsothe enhancement ofpeople'sriving- north ofShaanx/ province isabundance incoal,o丑,and natural isfinelyreputed as”China's Kuwait”,and hastheextremely huge development with thewestern development and theestablishment ofthecountry-level energy andchemical industry base in1998,the large-scale development andprocessing ofcoal,oil and gas has notonly hasbrought localeconomy’s soaring inNorthShaan殖but also powerfully propel coordinated andsteady development ofShaanxi pmvince and even country’s nationaleconomy.
