摘要
大型仪器设备是高校及其所属的国家重点实验室等机构履行教学科研等职能
物质基础。在社会主义市场经济体制下如何认识并管理好高校大型仪器设备,发挥
其教学科研功能,实现其经济价值和社会效益,成为高校资产管理工作的重要一环。
但是,目前我国高校大型仪器设备管理存在诸多问题,如重复购置、重复建设、
闲置浪费,这都导致了高校大型仪器设备使用效益的不高。其根本原因就在于我国
高校大型仪器设备产权模糊不清,没有建立起行之有效的国有资产管理制度。本研
究以相关产权理论为指导,试图厘清高校大型仪器设备管理的症结所在,并对高校
大型仪器设备的管理念和实现途径进行了有益探索:
首先,本研究以相关产权理论为分析工具,探讨了我国高校大型仪器设备的产
权管理过程中的交易费用、外部效应、产权界定、产权制度和委托代理关系等重要
问题。我国高校属事业单位,其管理观念、手段和方式等仍在不同程度处于计划经
济体制思维模式之下,而市场经济下的产权理论有助于我们从全新的视角去认识高
校大型仪器设备管理,更新管理理念、手段和方式等。
其次,通过比较和借鉴国内外大型仪器设备管理经验,分析并提出了我国高校
大型仪器设备管理的途径与对策。第一,笔者从管理、产权归属、使用三方面对美、
德、日、韩四个科技发达国家的大型仪器设备管理进行了分析和比较,介绍了国外
对大型仪器设备管理的先进理念、手段和方式等;第二,文章选取了三个国内高校
大型仪器设备管理的典型案例,并进行了综合分析;第三,通过比较和借鉴国内外
的大型仪器设备管理经验,对我国高校大型仪器设备管理的途径与对策进行了有益
的探索。

Abstract
Large-scale instruments and equipments are the material foundation for the
universities, colleges and their affiliated national key laboratories etc. to fulfill teaching
and researching functions. For the state-owned assets management, its very important to
understand and manage universities and colleges’ large-scale instruments and
equipments to fulfill its teaching and researching functions, and to realize the economic
value and social benefits in the socialist market economic system.
However, waste, such as repeat purchase, redundant construction and idle, has
reduced efficiency in the use of large-scale instruments and equipments of the
universities and colleges. The fundamental reason lies in not only that the property rights
of large-scale instruments and equipments are ambiguous, but also that we have not
established an effective state-owned assets management system.
In this study, the property rights theories are used to clarify the large-scale
instruments and equipments management crux, as well as explore the large-scale
instruments and equipments management concepts and useful countermeasures.
