文档介绍：摘要互联网作为信息交流的重要平台和经济社会发展的重要驱动,其强大影响力和冲击力,已经引起社会各界的高度关注。一方面,网络极大地便利了人们的生产生活,推动了经济社会进步;另一方面,由网络直接或间接引发的各种矛盾和问题不断凸显,比如:网上不良信息屡禁不止,网络违法犯罪行为频繁发生,网上舆论不断激化社会矛盾,敌对势力的网络渗透和煽动活动从未停止,等等。针对互联网上的各种问题,国内外都提出了互联网治理的措施和建议,形成了相关的互联网治理理论,各国在实践中也取得了不错的治理效果。但是翻阅相关文献发现,从地方政府角度进行互联网治理的文章几乎没有,为此本文就以笔者所工作生活的城市——扬州为立足点,运用“政府管制”、“把关人”、协同治理理论,采用文献研究法、数据分析法、实证研究法来分析互联网治理成效、存在的问题以及结合国内外经验提出以下几条对策: 一、明确扬州市政府互联网治理的范围及目的,主要包括提高舆情监控能力、强化网络信息安全、降低网络刑事案件; 二、明确互联网治理牵头部门; 三、建立统一的网络舆情监控及预警机制,包括统一管理扬州市辖区主要单位官方信息发布渠道、重点落实扬州市知名论坛的网络实名制工作、运用新方法管控新媒体信息发布; 四、落实移动电话实名制,保障网络信息安全; 五、运用技术手段降低涉网案件的发生,主要包括网吧上网时间控制技术方案、VOIP规避技术方案、追踪上网轨迹技术方案以及不良信息传播限制方案。政府进一步强化互联网治理后,提升了城市互联网治理水平,吸引更多互联网及相关企业来扬投资,拉动GDP增长以及促进就业,最终提升百姓幸福指数。关键词: 协同治理网络舆情信息安全技术手段万方数据 ABSTRACT As an important platform fortheexchange ofinformation and an important driverforeconomic andsocialdevelopment,the ,with itsStrong influence and aroused great concern inall walks one hand,the has greatly facilitated people’S production and living and promoted economic and social the other hand,various contradictions and problems caused directly or indirectly by have e more and more obvious.
