文档介绍：摘要摘要本文以计划生育政策的成功实施为大背景,以2004年出现的“民工荒”现象为切入点,深入剖析这一现象的根本原因,指出我国目前的就业结构不适应当前的产业结构要求,二者之间存在着矛盾。20世纪80年代人口生育高峰期出生的一代人,如今已成为劳动者的主要力量,而如今也正是我国的“人口红利”时代,为什么恰逢此时会出现“民工荒”这一怪现象呢?通过分析我国三次产业的结构偏离度和就业弹性,我们得出结论:我国当前的就业结构不能很好的适应产业结构的发展,而产业结构的升级又需要大量的高素质劳动者去推动,当二者没有很好的衔接时就会出现劳动力短缺的假象。一些发展经济学家认为,发展中国家的经济增长其实是经济结构转变的一个部分, 在这经济结构中间,最重要和最直接的就是产业结构的变化?。而产业结构的变化又包括了生产结构和各种生产要素结构的变化,在众多因素当中,最为重要的一个因素就是劳动力。每一个产业或行业对劳动者的要求都不尽相同,并且随着产业结构的升级,一些新兴产业的出现,对劳动力素质的要求也在升级。而我国目自订的劳动力状况为:年龄偏大,文化程度低,技能简单单一。这就造成了不合理的就业结构,使得劳动力的供求双方产生了不匹配的矛盾。文章的后半部分从如何缓解这一矛盾入手,提出了若干建议。一方面大力改进就业结构,争取尽快适应产业发展的要求;另一方面,为了使我国产业结构得到较好的发展, 为劳动者提供更多的就业岗位,就要加快产业升级的步伐,使产业结构更加合理化,改善就业结构,发挥产业间的比较优势,使劳动力配比和流动更加合理。最后,本文提出了一些对策和建议,希望在缓解“产业"与“就业’’之间的矛盾基础之上,以促进我国经济更好更快的发展。关键词产业结构就业结构劳动力就业弹性 Abstract Abstract In this paper,the essful implementation of family planning policy for the background inorder toappear in2004’S”shortage ofmigrantworkers”phenomenon asthe breakthrough point,in·depth analysis ofthe root causes ofthisphenomenon,pointing outthat China’S current employment structure ofthe industrial structure the current request,the Second contradictions exist the 20th century,population 80’Sbaby boom generation born workers has e a maj or force,and now the official China’S ”demographic dividend”time,Why was therethe”shortage ofmigrant workers,”this strange phenomenon?By analyzing the structure of our departure from the three industries and employment elasticity,we know that,my currentemployment structure is notwell adapted to industrial development,and upgrade theindustrialstructure alsorequires alarge amount of high-quality workers between thetwo is not very good when there willbe afalseimpression thatthelaborshortage.
