节能工作领导小组下设节能、减排工作办公室，办公室设在生产部，部长周志强兼任节能减排工作办公室主任，负责综合协调工作，并建立公司的节能减排管理网络：生产部设专职节能减排管理人员，负责具体的日常工作；各基层单位均设立节能减排管理员，明确了节能减排管理员工作岗位的职责和任务，为节能减排工作提供了组织保障。
2、节能目标分解和落实情况
节能目标：我司与省政府签定的《“十一五”节能目标责任书》中规定的节能目标是——“十一五”，即平均每年节能8980吨标煤。2006、2007、2008、2009年四年已分别完成节能量3243吨、、，共完成42576吨标准煤，还差2324吨标准煤未完成。
在此基础上，我公司确定的2010年节能目标是：硅锰合金冶炼电耗不高于4
