（五）基础设施得到改善。范集是农业大镇，由于年久失修，不少基础设施损毁严重。滞后的农田水利基础设施，成了制约范集农业快速发展的瓶颈。自2003年开始，我镇加大对农田水利设施的投入力度，先后对永济东干、永济中干、张码东干、花河、引河、调尾河等100多华里的灌排渠道进行了全线疏浚，累计挖土120万方，新增配套建筑物463座，极大地改善了全镇农业生产条件，降低了农户的成本投入，得到了广大农民的一致拥护。

（六）民主与法制建设得到加强。依照《村民委员会组织法》规定，按期完成了村委会换届选举。针对农村治安防范难以到位的实际，创造性地建立了农村治安防范承包机制，得到了市、区相关部门的肯定，并在全市予以推广。镇成立了法律服务所，村配备了民事调解员，及时化解矛盾，调处纠纷，基本做到了小事不出村，大事不出镇，"十五"期间，全镇没有发生一起民转刑案件。
（七）计划生育保持领先。为进一步巩固并发展"九五"取得的计划生育成果，"十五"期间，我镇坚持警钟长呜，常抓不懈，在"村为主"的方针下，从优化服务入手，以服务促管理，以管理促规范，以规范促公正，以公正促转变。使全镇计划生育工作继续保持在全区名列前茅的优势，2003年被淮安市表彰为计划生育为先进单位，"十五"期间，年年被区委、区政府评为计划生育工作一等奖。
