要求，其设计应当符合国家建(构)筑物结构荷载、防雷、防风、抗震、防火、电气等安全规定，由具备相关建筑或钢结构工程专业施工资质的企业，按设计图及标准要求进行施工；竣工时应由设置单位组织施工、监理、设计等单位进行验收，验收结果应符合设计要求和国家有关施工质量验收规范的规定，或提供由安全检测评估单位出具的安全检测报告，方能投入使用。验收合格的应当在5日内将竣工报告报送审批部门备案。
第十条 有下列情形之一的，不得设置户外广告：
（一）利用交通安全设施、交通标志的；
（二）影响市政公用设施、水利设施、交通安全设施、交通标志使用，或超出机场净空限制标准的；
（三）妨碍生产或者人民生活，损害市容市貌，损害建筑物、街景的重要特征的；
（四）国家机关、文化教育场所、历史保护街区、文物保护单位和名胜风景点的建筑控制地带（门店招牌除外）；
（五）跨越城市道路（含过境公路）的；
（六）利用危房或可能危及建(构)筑物和设施安全的；
（七）利用沿街毗邻建筑物之间的空间的；
（八）市、区政府规定禁止设置户外广告的其他区域。
 
第三章 设置审批
 
第十一条 设置户外广告实行行政许可制度。未取得设置许可，任何单位和个人不得设置户外广告。
户外广告设施设置申请由住建部门统一受理。设置许可依法由2个以上部门分别实施的，实行并联审批，一次收文
