  第三条  凡在本州城市规划区域内设计制作设置、绘制户外广告的广告主、广告经营者和广告发布者，必须遵守本办法。
  第四条  户外广告的设计制作设置，应当符合国家的有关法律、法规、标准、规范和本办法规定，不得影响公共基础设施的正常使用和市民正常生活秩序。 
  第五条  本州城市规划区内户外广告的设置规划，由县市人民政府、园区管理委员会组织城市规划、建设、工商行政管理、公安交通等管理部门依据当地城市总体规划制定。

  在进行城市道路改建扩建和旧城改造，以及新建建筑时，应当将户外广告和公共广告栏的设置列入规划方案。 
  第六条  州建设行政管理部门是城市户外广告设计制作设置的监督管理机关，负责本行政区域内城市户外广告设计制作设置管理的监督工作。 
  第七条  各县市、园区的建设行政管理部门负责对在本辖区城市规划区内户外广告的设计方案、安装的地点、形式、规格、时间、安全要求等内容进行审查、审批和管理。
