一、当前经济形势分析
〔一〕背景：
1、在复杂多变的国际政治经济形势中，在“GDP增速大幅下滑”的担忧中，我国保持了经济平稳较快增长、社会和谐稳定。经济增长缓中趋稳、夏季粮油再获丰收、物价涨幅进一步回落、新增就业持续扩大，这与世界上许多主要经济体经济持续下滑、失业状况迟迟得不到改善形成鲜明比照。
2、我国经济社会发展面临的国际国内形势依然严峻：
〔1〕从国际看，国际金融危机的深层次影响还在不断显现，世界经济复苏一波三折，脆弱的市场信心更不易恢复，极易导致国际外汇、证券、大宗商品等市场持续波动，世界经济低速增长可能持续相当长时期，扩大外需的难度增大。
〔2〕从国内看，我国经济趋稳的基础尚不稳固，扩大有效需求面临不少制约因素，企业生产经营困难加大，结构调整任务艰巨，实现全年农业丰收尚存在不确定因素，最突出的问题是经济下行压力仍然比较大。
