第五条 居住用地〔R〕指居住小区、居住街坊、居住组团和单位生活区等各种类型的成片或零星用地，包括住宅用地、居住小区及小区级以下的公共服务设施用地、道路用地和绿地。居住用地分为3类：
第一类居住用地〔R1〕指以低层住宅为主、设施齐全、布局完整且环境良好的用地；
第二类居住用地〔R2〕指以多层住宅为主的用地；
第三类居住用地〔R3〕指以高层住宅为主的用地。
第六条 公共设施用地〔C〕指居住区及居住区级以上的行政、经济、文化、教育、卫生、体育、科研设计等机构和设施的用地，不包括居住用地中的公共服务设施用地。其中：
行政办公用地〔C1〕指行政机关、党派和社会团体等机构用地；
商业金融业用地〔C2〕指商业、金融业、保险业、服务业、旅馆业和市场等用地；
文化娱乐用地〔C3〕指新闻出版、文化艺术、广播电影电视、图书展览和游乐等设施用地；
体育用地〔C4〕指体育场馆和体育训练基地等用地，不包括学校等单位内的体育用地；
医疗卫生用地〔C5〕指医疗、保健、卫生防疫、康复和急救等设施用地；
教育和科研设计用地〔C6〕指高等院校、中等专业学校、成人学校、业余学校、残疾人学校、工读学校、科学研究和勘测设计机构等用地，不包括中学、小学和幼托设施用地〔纳入居住用地〕；
