一、
德才兼备

注
重德才兼备，是这次确认代表资格的首要条件。 我们从事的炎黄文化
研究事业，是在中国共产党的领导下进行的。因此，代表大会的代表
必须坚持马列主义、 毛泽东思想、邓小平理论和 “三个代表 ”重要思想，
拥护中国共产党的领导，拥护社会主义制度。这是最根本的德；具有
从事炎黄文化研究的知识、历文文化知识、理论基础，具备一定的科
研能力，有较高的政策理论水平，这是最基本的才。从事炎黄文化研
究和实践，二者必须兼备，缺一不可。
