Abstract: Bill of quantities is the international practice of construction bidding activities, it reflects the individual cost engineering, not by the social average cost of quota valuation. From the engineering pricing system reform of engineering quantity list valuation perspective, only to achieve a goal, namely market cost, it is also a fundamental requirement for the market economy system. Engineering quantity list will entity consumption costs and costs of measures, the construction enterprises in bidding competition of technical level can be respectively displayed, you can give full play to the ability of independent pricing of construction enterprises, thus changing the autonomy offer relevant existing bound of the enterprise quota limit. With China's accession to the WTO, the engineering cost management, the biggest shock will be formed the system engineering price. So, we have to introduce and follow the international practice of project cost management, namely the original tender units according to the drawings of engineering quantity list quotation from by the tender units to provide engineering quantity list (engineering amount) to the bidding unit price, not only conforms to the competitive international bidding, and solves the contradiction of government "management and incentive mechanism of market competition" of the two.
