文成县低收入农户集中村资金互助组织试点工作实施意见
为了积极稳妥地推进低收入农户集中村资金互助组织试点工作，根据省政府《关于印发低收入群众增收行动计划的通知》（浙政发〔2008〕48号）和省扶贫办、财政厅《关于开展建立低收入农户集中村资金互助组织试点的通知》（浙扶贫办〔2008〕40号）及县委、县政府《关于实施“共同跨越六大行动”，加快低收入农户奔小康步伐的若干意见》（文委发〔2008〕95号）等文件精神，结合我县实际，特制定如下实施意见：
一、指导思想
开展低收入农户集中村资金互助组织试点工作，要坚持以邓小平理论和“三个代表”重要思想为指导，深入贯彻落实科学发展观，坚持改革创新精神，不断提高低收入农户自我积累、自我管理、互助服务和持续发展的能力，有效支持低收入农户发展生产和开展创业。
二、目标任务
低收入农户集中村资金互助组织，统称为“文成县xx乡（镇）xx村发展互助会”（下称“互助会”），并到县民政部门登记为非营利性的互助合作组织，自觉接受业务主管部门的检查指导和县民政局的监督管理。   
2011～2013年共组建25个互助会，其中2011年10个（含2008～2009年度省试点村5个），2012～2013年组建15个。
