文档介绍：Highway project archives of information managementin Shaanxi provinceA Dissertation Submitted for the Degree of MasterCandidate:YangQingQingSupervisor:LvHongQiangongQiangChang’an University, Xi’an, Chinaiii摘要信息化条件下,档案管理的载体对象发生了变化,使得传统档案的载体形态开始向数字化形态过渡,档案管理的主要环境开始逐渐向数字环境迁移。因而档案工作的管理方法、管理理念、管理流程等多方面都发生了明显的变化。在这种形势下,重新思考档案管理的新任务、新原则与新理论,确立数字环境中档案管理的基本框架和基本方法,这是档案工作实践的需要决定的。伴随着高速公路的建设高潮,形成了数量巨大的项目档案。如何管理好这些项目档案,使其为公路运营、养护等服务利用,是摆在档案管理部门的一个新的研究课题。计算机技术和网路通信技术的成功融合和广泛应用,从根本上改变了项目档案产生、收集、整理、检索、存储的方式,推进了档案管理从理论到实践、从理念到管理手段的全面革新。实施项目信息化管理是档案管理部门面对信息技术革命的积极回应,是档案管理发展的必然选择。本文从陕西省高速公路项目档案管理的现状出发,结合已实施信息化管理的试点项目的情况,分析了陕西省高速公路项目档案信息化管理中存在的问题。经济效益和社会效益是项目档案信息化管理必须考虑的重要因素,电子文件生命周期理论是项目档案信息化管理的重要理论,本文以这两个理论为基础,对项目档案信息化管理存在问题的成因进行了分析并提出了对策措施。高速公路工程资料、档案管理信息化就是采用软件控制技术实现现场资料、资料的分类、填报的规范化,利用网络技术实现资料、资料的事前计划、事中控制及事后检查,发挥计算机速度及准确的优势实现公路工程档案的自动编制,提高公路工程档案的编制水平,实现项目资料、档案的全过程管理。高速公路建设项目路线长,参与建设的单位多,其形成的档案不仅种类多,而且数量巨大。目前,我省高速公路建设项目档案管理正处于信息技术与传统的档案管理相衔接的时期,因此,进一步探索和推动高速公路建设项目档案信息化管理工作,具有重要的现实意义。关键词:项目档案信息化信息资源电子文件iiiAbstractUnder information-based conditions, the carrier object of archives management have changed, making the traditional file morphological began to digital form transition,the main environment of the archives management gradually began to a digital environment migration.
