文档介绍：Classified Index: .: A Dissertation for the Master Degree in Public Management THE STUDY OF ENVIRONMENTAL PROTECTION IN ECONOMIC DEVELOPMENT OF HARBIN Candidate: Wang Huili Supervisor: Prof. Mi JianingAcademic Degree Applied for: Master of Public Administration Specialty: Public Management Affiliation: Hit Environmental Technology Co.,LtdDate of Defense: Mar, 2007 Degree- Offering- Institution: Harbin Institute of Technology 哈尔滨工业大学公共管理硕士学位论文摘要近年来,随着经济发展的逐步加快,我国乃至全球都面临着环境污染加剧、生态资源恶化的局面,经济的快速发展给已经十分脆弱的生态环境带来沉重压力。环境问题制约着我国社会经济的全面健康发展,环境保护已成为实现可持续发展的重要环节,保护生态环境,实现经济与环境的协调发展成为人们追求的目标。哈尔滨是我国的重工业基地之一,多年来一直以粗放型经济发展模式为主,环境问题十分突出。历史遗留的环境问题还没有解决,又面临经济快速增长给环境带来的新问题。本文以哈尔滨市经济发展建设中出现的环境问题、环保问题为研究对象,寻找一条适合哈尔滨市经济与环境协调统一的可持续发展道路。本文在大量研究国内外经济发展中的环境保护现状的基础上,对哈尔滨市经济发展中的环境状况进行了评述,全面总结了哈市经济发展中的环境污染严重、生态资源恶化的环境状况以及环保工作存在的投入力度不足、管理手段落后、政策法规不健全与执法不严等问题。从理论和实际两个层面分析了经济与环境协调发展中存在问题的根源,以相关的经济学理论为基础,对环境问题进行了理论分析,提出在环境保护问题上应走市场与政府相结合的道路,从而实现环保政策制度的创新。本文还针对现行环保政策进行了分析,指出环保政策出现的失灵问题,究其原因主要由于政策本身弊端、政策执行的失灵、政策价值取向偏差等方面造成的,在结合哈尔滨市地方实际情况基础上,提出了针对性的政策建议,以期对哈市的环境保护工作有所裨益。关键词经济;环境保护;环境保护政策;协调发展- I - 哈尔滨工业大学公共管理硕士学位论文Abstract In recent years, with the economic development, China even the world are facing the environment pollution and resource environmental deterioration.
