（2）为什么会造成房价虚高？
要分析房价虚高的成因，我们有必要先了解一下房地产价格的构成情况和影响因素。房价主要由土地费用、建安成本、财务成本、销售成本、管理费用、相关税费等部分构成。虚高的房价就是不真实、不理性的房价，是由合理房价加炒作房价构成。
成本变化是房地产价格变化的内在动因。一般情况下，土地费用、建安成本等房地产价格构成因素的合理波动，会促使房价正常波动。这种波动不会产生泡沫，也就不会造成房价过低或虚高。
市场需求的变化是房价波动的直接原因。按照经济学理论有效需求等于消费需求加上投机需求，消费需求是实实在在的需求，这种需求会造成房价的正常波动，但不会引发房地产泡沫，而投机需求的产生则为房地产泡沫的产生提供了必条件。
