摘要
伴随着村民自治的民主实践过程,我国农民还有许许多多创举。随州市“两票制”
选举村党支部书记、“两会制”决策村务要事也是这样一种创举,是我国农村政治民主
化发展的又一种新形式。“两票制”就是按照先党外后党内的原则,由群众投信任票,
由党员投选举票产生村党支部书记。“两会制”的基本含义是村务要事按照先党内后党
外、先党员后群众的原则,由“党员大会、村民代表会议”共同决策。
本文运用政治学和行政管理学相关理论,首先概述了“两票制”和“两会制”的基
本概况和研究意义,接着对“两票制”和“两会制”产生的社会背景、思想基础、现实
原因、制度基础和推行“两票制”、“两会制”的实践效果进行了分析阐释,重点对“两
票制”、“两会制”推行过程中遇到的突出问题,比如思想认识模糊、选举决策的技术
难题、操纵把持选举、投票决策范围、决策效率与决策水平、农村两委会的矛盾等进行
了深入剖析。并在此基础上,对如何深化和完善“两票制”和“两会制”,推动农村基
层民主的持续稳定发展提出了加强宣传教育、增强党的领导、加大理论研究和制度建设
力度、扩大选举决策范围、加强乡村法制和文化建设等具体的对策建议。最后,论文总
结了推行“两票制”和“两会制”的意义与启示,并对其未来的发展前景进行了展望。

Abstract
With the development of the villagers’ autonomous democracy practice process, the
countrymen also have many pioneering works in China. The election of branch secretary in
village by “two tickets system” and the policy-making of the village affairs by “two meetings
system” in Suizhou city is also one of these kinds of pioneering works. Its appearance
es another kind of modality to promote the development of China’s country politics
democratization. The basic meaning of “two tickets system” is that we should implement
the election from the outside party to the inner-party. We should ask the masses to throw the
trust ticket at first and then ask the party member to throw the ballot to produce the party
branch secretary of the village. The basic meaning of “two meetings system” is that we should
from the inner-party to the outside party and from the party member to the masses on the
policy-making of village affairs. The decisions should be made not only by the party member
convention but also by the villager soviet.
This article attempts to use the theories of politics and public administration to analyze
social background of the appearance of the “two tickets system” and “two meetings system”.
