第一步：启动启动现有货场，开通公铁联运
启动现有货场，完善各项基础设施，大力发展集装箱业务，通过对铁路和公路的资源优势整合，实行“一次委托，一次收费，一票到底”的“门对门”服务，为客户提供最佳物流解决方案。
第二步: 发展建设核心区，拓展园区功能
核心区建设完成。打造物流信息网络；搭建先进的电子商务平台；开展物流金融等各项增值服务；组建物流联盟；聚集商流、物流、资金流、信息流，将新陆港物流产业基地打造成为首都经济圈最大的物资集散基地。
第三步：总部经济设置总部，形成网络
