各地要针对不同对象举办各类培训班。根据疫情形势、防制对策以及有关业务工作要求，对卫生行政领导和管理人员、流行病学调查人员、实验室检测人员和临床医护人员等进行专项培训。培训应侧重在提高防制工作的质量上，一方面对防制工作方案本身进行培训，明确工作任务，规范各方面工作要求，以统一思想认识；二是加强对具体业务人员的培训，提高其专业技术水平，提高整体防制水平。
3、健全组织
各级医疗卫生机构应成立霍乱防治领导小组、病人抢救治疗小组、疫点疫区处理小组等，其组***员必须熟悉业务，较强的责任心，以适应迅速抢救病人和扑灭疫情的需要。
4、药械准备
各地均应根据疫情预测和防制工作的实际需要，购置足量的消杀药品，配备必要的抢救治疗药械，包括饮水消毒药物、污物排泄物消毒药物、快速灭蝇灭蛆药物、必要的抢救治疗药品、器械和病床等。

全省各级医疗机构应在每年4月－10月开设肠道门诊，局部地区根据防治形势可提前开设或延迟关闭。各地应严格按照江苏省卫生厅的《江苏省医疗机构肠道门诊设置规范（试行）》的通知的有关要求开设肠道门诊，认真做好腹泻病人的登记、采样、调查处理、消毒以及疫情报告和信息汇总等工作，各级卫生部门加强对肠道门诊设置的技术指导和督导工作。
6、开展外环境监测
依据全省霍乱流行形势，淮安市、宿迁市、扬州市、苏州市、南通市、连云港市4-10月间至少检测500份外环境标本（水体100份，海（水）产品（包括甲鱼、甲壳类、贝类、蛙类）300份（整体标本80份，涂抹标本220份），食品100份），其中淮安楚州区、淮安淮阴区、宿迁宿豫区、泗阳县、沭阳县、泗洪县、江都市、灌云县每月外环境检测总数不少于30份。其余各市4-10月间至少检测300份外环境标本（水体50份，海（水）产品（包括甲鱼、甲壳类、贝类、蛙类）200份（整体标本50份，涂抹标本150份），食品50份）。各市级疾控中心认真做好外环境监测的质量控制工作，参与实验室检测任务。
