为了进一步提高服务群众的质量，鹏湾社区按照创建红旗示范社区的要求，认真搞好社区建设。在盐田区政府和街道办事处的支持下，他们先后投入637万元，建起了1000多平方米综合服务大楼，并按照要求设置，做到服务标识醒目、统一、规范。社区居委会和社区工作站办公用地均在150平方米以上，党员活动室、社区健康服务中心、警务室及其他活动场所的面积也全部达标。此外，社区还修建了大家乐舞台、篮球场、健身路径、室内健身室、多功能厅，建起了30米的文化长廊，中心小公园3000平方米。
鹏湾社区始终坚持把“利民便民”当作为居民群众服务的目标。社区根据实际，建立了以党员为骨干的长青、助残扶弱、清山、维修、宣讲、文艺、白蚁防治、义务巡逻队等8支义工队伍。近两年，社区党员义工坚持开展义务清理乱张贴城市“牛皮癣”活动，数量达260多万张。今年1月至5月，邓平、谢金文、黄进应3位70岁以上的退休老党员每人清理“牛皮癣”都在3万张以上。

创建康乐文化型社区，是鹏湾社区党建工作的又一特色。为了更好地为老年人服务，鹏湾社区成立了老年人协会，并且每年都有一定的经费支持，让辖区老人真正感受到老有所养、老有所学、老有所为、老有所乐。他们组建了居民秧歌舞蹈队、健身操队、腰鼓队、太极拳队、合唱队、足球队、篮球队等10多支文体队伍。这些文艺队伍多次代表区、街道参加全国、省、市演出和比赛，获得好成绩。2005年7月，鹏湾社区少儿艺术团在北京参加第三届全国少年儿童艺术风采展示大赛，其选送的5个戏曲、小品节目，有4个荣获金奖，一个荣获银奖，社区还荣获了优秀组织奖。
最美不过夕阳红。社区成立了社区夕阳美诗社，现有社员28人，主要骨干均为辖区离退休老党员。诗社每年出版两期诗词集，平均每半年出版一期，目前已出版到第8期。社区老党员还每月出版一期《鹏湾简报》，其内容紧跟时势，及时反映当前社会工
