第七条 建立人口与计划生育举报奖励制度，对举报属实的，由县级以上人民政府人口和计划生育行政部门给予奖励。
第二章 组织管理
第八条 县级以上人民政府应当根据上一级人民政府制定的人口发展规划，结合当地人口发展状况，编制本行政区域的人口发展规划，将其纳入国民经济和社会发展计划。县级以上人民政府人口和计划生育行政部门在本级人民政府的领导下，制定和组织实施本行政区域人口与计划生育实施方案，并落实人口与计划生育工作目标管理责任制，定期进行考核。凡年度考核未达到人口与计划生育工作责任制考核目标的，当年不得评为先进、授予荣誉称号，主要负责人和直接责任人当年不得晋升职务。
各级人民政府及其所属部门制定的各类规定应当有利于人口与计划生育工作。
第九条 人口与计划生育工作实行属地管理。
乡(镇)人民政府和城市街道办事处负责管辖区域内的人口与计划生育工作。
村(居)民委员会应当将人口与计划生育纳入村(居)民自治内容，通过适合村(居)民自治的形式，落实人口与计划生育的各项制度和措施。
