碧流河乡村级后备干部选拔、培养和管理办法（试行）

第一章总则
第一条为建立科学规范的村级后备干部选拔、培养和管理制度，为不断改善村级队伍结构提供充足的人才保证，进一步增强村级班子活力，促进农村经济发展，加快社会主义新农村建设步伐，根据有关文件精神，结合我乡实际，制定本办法。
第二条村级后备干部是指政治素质好、文化程度较高、懂经济、会管理、有一定发展潜力，经过培养，能胜任村级工作的后备人选。
第三条村级后备干部的选拔、培养和管理应遵循以下原则：
（一）党管干部原则；
（二）民主集中制原则；
（三）任人唯贤，德才兼备原则；
（四）公开、平等、竞争、择优原则；
（五）群众公认，注重实绩原则；
（六）注重发展潜力，重视培养提高原则；
（七）分类培养，动态管理原则；
（八）备用结合，及时使用原则。
第二章基本条件
第四条村级后备干部应当具备以下基本条件：
（一）政治素质好。能自觉实践“三个代表”重要思想和科学发展观，坚决贯彻执行党在农村的路线、方针、政策和党组织的决策，认真执行党委、政府的决定，努力完成各项工作任务。
（二）模范作用好。具有较强的“双带”能力，在农村经济发展、带动群众致富、推进村务管理、支持“两委”工作、维护农村稳定、遵纪守法、履行村规民约等方面处处起模范带头作用。
（三）工作作风好。有志于农村工作，处事公道，作风正派，勇于开拓，乐于奉献，有强烈的事业心、责任感，清正廉洁，爱岗敬业，综合素质较高，组织管理能力较强。
