（二）实施步骤。全省村庄环境整治分两个阶段推进。
1. 突出重点、初见成效阶段（2011-2012年）。全面动员部署村庄环境整治工作，组建工作机构，制定考核标准及办法，开展技术培训，兼顾不同区域和村庄类型实施示范项目。全省20%以上村庄实施环境整治，完成主要交通干线沿线、

城镇和重点工业园区（开发区）及其周边村庄环境整治，苏南等有条件的地区力争完成40%以上村庄环境整治任务。
2. 全面实施、显著改善阶段（2013-2015年）。全面推进村庄环境整治，实现环境整治目标，村庄环境面貌得到普遍改善，建立健全长效管理机制。苏南等有条件的地区在2013年底提前完成村庄环境整治任务。
三、全面整治村庄环境
（一）整治生活垃圾。建立完善“组保洁、村收集、镇转运、县处理”的城乡统筹生活垃圾收运处置体系。苏南地区进一步提高村庄生活垃圾收运设施标准化和保洁队伍专业化水平，苏中苏北地区加快村庄日常保洁和垃圾清运制度建设，集中清理积存垃圾，配置必备的环卫设备设施，实现村庄保洁常态化。积极推动村庄生活垃圾分类收集、源头减量、资源利用。到2015年，全省建立比较完善的城乡统筹生活垃圾收运处置体系，镇村生活垃圾集中收运率达80%以上。
（二）整治生活污水。合理选择接入城镇污水处理厂统一处理、就地建设小型设施相对集中处理和分散处理等治理方式，突出太湖流域、南水北
