供电局调度部门是电网的调度管理部门和综合停电的归口管理部门, 在客户停电管理方面的职责是：
在安排运行方式和设备检修时，应尽可能减少客户停电时间；
负责检查协调下级调度机构的客户停电管理工作；
负责本单位综合停电计划的编制和执行；
负责通知客户停限电计划，并做好解释工作；
及时将停限电情况通知市场部门，并备案留存；
及时统计调度范围内的停限电情况，并报送市场和生产部门；
负责综合停电统计的基础工作。
3 客户停电分类、指标及统计计算
客户停电分类
预安排停电
凡预先已作出安排，或在24小时前得到批准（或按供电合同要求的时间）并通知主要客户的停电。预安排停电包括计划停电和临时停电。
计划停电
有正式计划安排的停电，包括计划检修停电、计划施工停电、客户申请停电。本规定的计划停电是指至少提前7天提交的停电申请。
临时停电
事先无正式计划安排，但在24小时（或按供电合同要求的时间）以前按规定程序经过批准并通知主要客户的停电，包括临时检修停电、临时施工停电、客户临时申请停电。
故障停电
供电系统因供电设备故障（不能继续使用）未能按规定程序提出申请并在24小时前（或按供电合同要求的时间）得到批准且通知客户的停电。故障停电包括内部故障停电和
