队伍素质是搞好纪检监察工作的关键。纪检监察工作性质的特殊性，在客观上要求纪检监察干部要有较高的政治素质和业务水平。然而，在有些地方的基层纪检监察部门中，就存在干部素质不高的问题。主要表达在：一是人员少、变动多。基层单位虽设纪检监察室，但一般来讲只配备了1～2名纪检干部，同时，纪检干部因轮岗交流等原因而经常变动，不但造成工作脱节，而且易使干部产生消极思想，不愿钻研业务以提高自身素质。二是缺乏系统的专业知识培训。纪检监察工作作为一项独立的工作，具有自身的规律和特点，参加专业培训，保持知识更新，是搞好工作的必要手段。然而在实际工作中，存在着“接岗时不去培训、在岗时没空培训”的现象，有些地方虽然有培训计划，但因纪检人员较少，不便组织等因素而无法完成培训学****所以造成纪检监察人员理论水平不高，工作思路、方法举措都相对滞后的现象。三是对烟草业务知识掌握不全。烟草工作业务是纪检监察工作的客体，全面掌握业务知识是做好纪检监察工作的条件之一。但由于自身时间、精力有限和各科所无视，基层纪检干部业务知识常常得不到有效补充，存在知识面窄、内容过时的现象，制约着纪检监察工作质量的提高。
