“脏、乱、差〞等问题日益突出，急需进行综合整治。
二、指导思想
以科学开展观为指导，以加快五端村社会主义新农村建设步伐，构建美好、和谐人居环境为目标，按照新农村建设的“二十字〞方针要求，深入开展农村环境综合整治，努力改善农村环境质量，建设幸福美好新农村。
三、工作目标
按照统一规划，统一施工，统一粉刷的原那么，对五端村长期居住存在平安隐患的土坯房、土坯危墙、破旧门楼进行撤除重建，对砖木结构危旧房屋和老旧门楼实施维修改造和粉刷美化，对长期无人居住的破旧院落进行撤除，对公路沿线生产、生活垃圾实施清理整治，使通五端村村容村貌得到较大改观，群众生产、生活环境得到进一步改善。
四、工程内容
本次环境综合整治范围为五端村三个社，涉及170户村民。主要整治内容如下：
〔一〕对8户25间长期居住存在平安隐患的土坯房进行撤除重建，；
〔二〕对45户73间砖木结构危旧房屋进行维修加固，；
〔三〕对10户80米土坯围墙撤除重建，总投资8万元；
〔四〕对135㎡门面围墙进行粉刷，；
