二、主要内容和根本要求
〔一〕广泛开展宣传教育，营造新型生育文化气氛。紧紧围绕“传播婚育新风、倡导婚育文明〞这一主题，大力整合宣传资源，建立起宣传部门牵头、相关部门配合、社会各界支持、群众广泛参与的宣传教育机制，掀起创立工作宣传热潮。要创新理念，把创立工作纳入全镇宣传工作大格局，加大媒体宣传、环境宣传、阵地宣传、活动宣传攻势，形成多元化、多方位的立体宣传模式。要拓展领域，坚持结合、融合、渗透，把人口计生宣传教育与法制宣传教育、精神文明建设、新农村建设等方面有机融合，提升宣传的层次和品位。要打造亮点，坚持镇村联动，部门联动，建立多风格、多类型的生育文化示范点，促进广阔群众树立科学、文明、进步的婚育观念。
〔二〕增强意识，不断完善效劳机制。方案生育技术效劳是方案生育优质效劳工作的核心。在效劳对象上，要以育龄群众为主体，兼顾其他人群，突出生殖健康效劳的特点。建立男性参与方案生育和生殖健康的效劳机制，提高为男性提供保健效劳的能力。在效劳方式上，要形成“区为龙头、镇站为依托、村室为根底、流动效劳车为纽带〞的格局，始终坚持“面向基层、深入村寨、效劳上门、方便群众〞的工作方针。在效劳内容上，围绕育龄群众生育、节育和不育的各个环节，大力实施避孕节育、出生缺陷干预和生殖系统感染干预
