三、工程建设工程在办理开工平安生产条件审查时，必须将?工程建设工程平安防护、文明施工措施费用第一次支付证明表?〔见附件〕、支付票据〔复印件〕及支付方案等有关资料，报送工程所在地建设工程平安监督机构，作为办理开工平安生产条件审查的前置条件之一。
四、主体结构完成前，监理单位应当催促建设单位及时支付剩余的平安防护、文明施工措施费用，并审查剩余费用的拨付证明材料和费用的到帐情况。方案到期内未拨付的，又不能说明原因的，监理单位不得组织主体结构分部工程验收，同时必须向工程所在地平安监督机构或建设行政主管部门报告。

五、施工单位编制施工组织设计及专项平安施工方案时应当根据现行标准标准，结合工程特点、进度和作业环境等列出平安防护、文明施工措施费用的使用工程、投入方案，并在施工过程中严格按施工组织设计及专项平安施工方案具体实施。
六、建设单位、监理单位应当对施工单位落实平安防护、文明施工措施等情况进行监督。监理单位发现施工单位未落实平安防护和文明施工措施的，有权责令其限期整改直至停工整改；对拒不整改的，必须及时向工程所在地平安生产监督机构或建设行政主管部门报告。
七、工程竣工结算时，涉及计费基数的工程量等有变动时，平安防护、文明施工措施费用、增加费用和奖励的最终计取按合同相应的条款必须做出调整。
建设单位、招标代理机构、造价咨询单位、施工单位、监理单位在建设工程平安防护、文明施工措施费用的计价和使用管理过程中，必须严格按照省建设厅?通知?中的要求和以上规定执行，相关主管部门发现有违规行为的视情节轻重按有关法律、法规或规章给予相应的处分。
