第一章 总 那么
第一条 生产准备及试车工作是根本建设的重要组成局部，为确保化工试车一次成功，并能平安、持续、稳定生产，尽快到达设计能力，发挥投资效益，特制定本规定。
第二条 生产准备的主要内容是搞好人员组织、技术、全员培训、平安、物资及外部条件、管理等六个方面的准备。生产准备工作贯穿于根本建设的全过程，是工厂建设的一项极为重要的根底工作，心须从根本建设一开始就把这项工作提到重要议事日程上来，早抓、早落实，为确保化工试车一次成功创造条件，投产后长周期正常生产打下坚实的根底。
第三条 试车工作是对建设工程的设计、设备制造、施工质量和生产准备工作的全面考核，必须坚持高标准、严要求，保证项项工程质量优良，不留隐患；主体工程与配套工程同时建成，不留尾巴；试车操作准确无误，不出事故，应做到单机试车要早，全系统联动试车要全，化工投料要稳。在试车中，要坚持应遵循的程序一步也不能减少，应该到达的标准一点也不能降低，应争取的时间一分钟也不能放过的原那么，要加强对试车工作的领导，设计、施工、生产单位要密切邺合，确保化工投料试车最正确方案的实现和投料试车的一次成功，取得较好的经济效益。
第二章 生产准备工作
第一节 人员组织准备
第四条 建设工程在批准开工之前，应选择具有生产建设经验的、懂技术业务的领导人员，组建一个能够坚决执行党的方针政策，符合革命化、年轻化、知识化和专业化要求的生产领导班子，以适应现代化工厂生产建设的需要。
