为使城市公共厕所的设计、建设和管理符合城市开展要求，满足城市居民和流动人口需要，制定本标准。
本标准适用于城市各种不同类型公共厕所的设计。
公共厕所的建设应按照城市总体规划和城市环境卫生设施规划要求纳入详细规划。

城市公共厕所应逐步建立以固定式公共厕所为主，活动式公共厕所为辅，沿街公共建筑内厕所对外开放的城市公共厕所布置格局；附属式公共厕所应为现代城市公共厕所建设的主要方向；环境卫生管理部门应贮备一定数量的活动厕所满足大型活动对辅助设施的需要。
公共厕所的设计除应符合本标准外，尚应符合国家现行有关标准的规定。
2 术语
公共厕所(公厕) WC,public toilets,lavatory,restroom
在道路两旁或公共场所等设置的厕所。
独立式公共厕所 independence public toilets
不依附于其他建筑物的公共厕所。
附属式公共厕所 dependence public toilets
依附于其他建筑物的公共厕所。
无障碍专用厕所 toilets for disable people
供老年人、残疾人行动不方便的人使用的厕所。
