1、依法公开原那么。党务公开要按照宪法、党章、党的方针政策及其它党内法规和行业法律法规，依法依纪进行，凡公开的内容必须在法律、法规允许的范围内予以公开。
2、真实公正的原那么。尊重和保障党员群众的知情权，认真落实?中国共产党党内监督条例〔试行〕?等规定的有关监督制度，实事求是、求真务实，公开事项要真是可靠、准确无误。
3、注重实效的原那么。党务公开必须坚持从实际出发，进一步增强党务公开的针对性和实效性。
4、有利于监督的原那么。党务公开的内容必须简明清楚，通俗易懂，一目了然。凡重大党务行为必须实行事前、事中和事后监督，有效遏制消极***现象，确保党务公开取得实效。
三、公开范围及内容
凡属?中国共产党党内监督条例〔试行〕?和其他党内法规要求公开的内容，除涉及党和国家机密外，都采取适当的方式公开。同时党员、群众关注的重大事项和热点问题，只要不涉及党内秘密，都应当公开。

学校党支部做出的重大决策、决定和决议；
学校党支部在任期内的目标以及阶段性工作重点；
涉及到职工利益的重要政策和措施；
向社会承诺为群众办实事的事项及完成情况；
重大突发事件的处理情况。
〔二〕思想政治建设
1、学校党建工作方案，党员领导干部学****情况；
2、年度党建主题活动安排，群众性精神文明建设活动实施方案；
3、党组织活动情
