调研重点：一是围绕市委、市政府?建设长株潭城市群重要工业基地的决定?的落实，做大做强园区经济，研究如何对接长株潭产业开展，做好优势产业和重点企业的产业配套，进一步开展壮大工业园，打造千亿园区，工业园区和各工业小区如何发挥优势，实现产业衔接、优势互补和联动开展；二是如何加大自主创新和产学研合作力度，提升经济质量；三是认真研究国省关于开展战略性新兴产业的一系列政策措施，明确今后的开展方向和重点；四是如何推进棋梓生态水泥城和东山啤酒城建设。

〔三〕大力推进新型城镇化
调研重点：一是围绕新一轮城市总体规划修编，研究如何提升我市的战略定位，将湘乡建设成湘潭市的次中心城市、滨河型现代中等城市，进一步拓展城市框架，优化城市功能布局，研究大东山旅游区、水府旅游区、城北片区如何通过励志论坛、红仑汽车站等重大工程为支撑，以规划引领、概念筹划及设施配套，做活经营城市的文章；二是纵深推进文明城市创立，创新城市管理机制，如何建立完善“大城管〞长效机制；三是按照城乡统筹开展的思路，研究如何发挥小城镇自身优势，把“大城建〞融资模式和“大城管〞工作模式向乡镇延伸，将棋梓镇打造成我市的副中心城市，推动社会公共
